The only explanation I have ever been able to come up with for behaviour like this is that they have put this thing on following "correct protocols" and don't want to touch it again until they have finished being where they needed to wear one of these. But - he looks like he's washing his car or something? Does he not know that a moist environment negates any filtration efficiency a "mask" like that had to start with?

I think everyone here is being too generous w/ this moron. It is certainly his prerogative to wear it if it makes him “feel” safe or better (masks have been likened to a talisman or a sign to identify w/ a tribe) but I do not recall such tolerance for those of us who fought the mask mandates over the past 2+ years. In addition, since masks impede breathing & are uncomfortable (esp in the heat), it’s virtually impossible to “forget” you’re wearing one. On the rare occasions I had to, I didn’t put it on until I stepped threw the establishment door & ripped it off before I walked out, I so hated it.

My vote is mass insanity w/ a huge boulder of virtue signaling salt thrown in

Is that yellow thing that looks as if it's on his car roof, a taxi sign? If it is, then I would say that taxi drivers routinely wear masks so I imagine he is so used to having it on that he's forgotten he's wearing it. I remember during the brief moment in time that I donned a mask (never ever again) to go into a shop that sometimes when I came out, I forgot to take it off. That could be an explanation. But it's daft and pointless as you say. Insanity.

The last few days have been hotter than usual here in the UK, we're not used to it so it was pretty uncomfortable going out and about doing ordinary things like shopping. Yet despite all that I still saw a few poor individuals walking about outside with masks on. Poor devils.

I think you miss a third possible reason: it is perceived as the moral thing to do. I just visited a relative in the UK who didn't wear a mask around their family the whole visit, didn't wear one in the supermarket or anywhere else apart from repeatedly putting one on at the local shop. No one at the local shop was vulnerable, but they do know my relative personally. They wore the mask not out of obedience or fear (because they never did elsewhere) but out of moral appearances around certain people who knew them ... aka virtue signalling. Maybe this car washer thought his neighbours would see him!
